Just Better Care (JBC) is Australia’s largest franchised provider of in-home aged care and disability support. Part of the global Caring Brands International Group, JBC operates across 55 active territories, supporting clients nationwide.
The Challenge
JBC had commenced a complex multi-systems rollout but faced increasing delivery pressure as deployments ramped up from one office to multiple each month. Following a project pulse check, JBC engaged Solution Minds Consulting (SMC) to provide structure, oversight, and leadership across the national program. Legacy systems were creating operational risk and limiting efficiency. JBC needed clear governance and a scalable framework to support a high volume of concurrent rollouts.

To support JBC in delivering a complex multi-systems rollout, SMC provided a senior client-side Project Lead with deep expertise in Client Management, Workforce Management, and Award Interpreter system implementations. The engagement formed part of JBC’s broader strategic change transformation. In addition to program leadership, SMC’s Change Lead conducted an initial go-live business readiness assessment, equipping the internal team with the tools to manage future deployments independently.

Execution Across the Franchise Network
SMC’s initial focus was to establish strong project governance and build a foundation for structured execution. This began with regular governance meetings and the development of a fully resourced project plan aligned to business priorities.
Key actions and milestones included:
- Resetting the Steering Committee and meeting cadence
- Establishing a Project Control Group (PCG) for coordinated activities, risk and issue visibility
- Assisting design of a scalable virtual support model, enabling up to five franchises to go live on the same day without compromising quality
This coordinated and forward-thinking approach enabled JBC to manage a high volume of system rollouts across their franchise network with control and confidence.
Results and Achievements
With SMC’s leadership and structured approach, JBC delivered its multi-systems rollout program five months ahead of schedule. This eradicated the risk of legacy system end-of-life and freed up resources to prepare for the 1 July 2025 aged care reforms.

What’s Next
With the rollout complete, Just Better Care is now turning its attention to the aged care reforms, which are now set to take effect on 1 November 2025. The successful migration to integrated systems has not only mitigated operational risk but also positioned the organisation to respond with agility and confidence to sector-wide change.
The additional time granted by the reform delay provides a critical window for providers to refine internal systems, upskill staff, and strengthen readiness. For JBC, it means building on existing momentum to ensure full compliance, enhanced reporting, and client-centred care under the incoming rights-based framework.
